VOTER INFORMATION GUIDE - Ballot Type 01

There is no Vote Center for this Special Election since your precinct has fewer than 250 voters.

  • Return your ballot by mail (postmark on envelope must be on or before Election Day) or return it into an Official Drop Box at the Civic Center.
  • Drop Boxes open beginning October 10, at 3501 Civic Center Dr., San Rafael. Drive up box (24/7) on Vera Schultz Drive. Walk up box (office hours) in Room 121.
  • Voter Services at the Elections Department beginning October 9, until 8 p.m. on Election Day. Office hours: 8 a.m. to 4:30 p.m. weekdays; 7 a.m. to 8 p.m. on Election Day. Ballot Drop Boxes close precisely at 8:00 p.m. on Election Day.

Shall Madrone Park Circle Permanent Road Division adopt a special tax on parcels within the Division of $1,569 per improved parcel and $785 per unimproved parcel per year, generating approximately $39,229 annually, for 1O years beginning Fiscal Year 2024-2025 and thereafter assess on improved parcels $250 and unimproved parcels $125 per year, generating approximately $6,250 annually, for ongoing maintenance, with an annual increase effective July 1 in accordance with the change in the State of California Consumer Price Index for All Urban Consumers for the previous calendar year?

    MADRONE PARK CIRCLE PERMANENT ROAD DIVISION

    SPECIAL PARCEL TAX MEASURE

    MEASURE B

    This Measure was placed on the ballot by a petition signed by the requisite number of voters of the Madrone Park Circle Permanent Road Division and approved by the Board of Supervisors.

    If this Measure is approved by two-thirds of the votes cast on this special tax proposal, parcels within Madrone Park Circle Permanent Road Division shall pay a parcel tax of $1,569 per year for each improved parcel and $785 per year for each unimproved parcel. These payments shall be for a period of ten years beginning July 1, 2024, through June 30, 2034. Beginning on July 1, 2034, through June 30, 2049, parcels within Madrone Park Circle Permanent Road Division shall pay a parcel tax of $250 per year for each improved parcel and $125 for each unimproved parcel.

    The estimated revenue from this Measure will be approximately $39,229 annually for the first ten years and approximately $6,250 annually for the next fifteen years. Beginning on July 1, 2035, the rate of the special tax shall be increased annually based upon the State of California Consumer Price Index for All Urban Consumers for the previous calendar year.

    The stated purposes for the funds raised by this special tax are to borrow against the projected tax proceeds to fund roadway improvements and maintenance recommended for the roadways within the Madrone Park Circle Permanent Road Division.

  • ARGUMENT IN FAVOR OF MEASURE B

    VOTE YES for a safe and stable Madrone Park Circle. Your YES VOTE means that we will collectively fund the repair of the retaining wall near the mailboxes and on-going road maintenance. This measure has overwhelming support among property owners—75% support this measure. Repairing our road is necessary to protect access to our homes for family and friends. Repairing our road means emergency first responders can provide life saving emergency assistance. Repairing our road means we have a safe emergency exit route, if needed.

    No viable alternative exists. The County of Marin Board of Supervisors formed the Permanent Road Division district and placed this funding measure on the ballot. Why? Because over 75% of property owners signed petitions asking for it. If this measure does not pass, then the road repair and maintenance will be without a funding source and without a path forward. Our road will continue to deteriorate, and the retaining wall will eventually fail.

    We have all seen the tarps, cones and sandbags—stop gaps to slow down the road failing. We all must take action now, VOTE YES to repair and maintain our road. This is the only viable way to make our road safe and stable.

    RESOLUTION NO. 2023-64 RESOLUTION OF THE MARIN COUNTY BOARD OF SUPERVISORS

    CALLING FOR A SPECIAL ELECTION SCHEDULED ON TUESDAY, NOVEMBER 7, 2023 ON A MEASURE ADOPTING A SPECIAL TAX UPON PARCELS WITHIN THE MADRONE PARK CIRCLE PERMANENT ROAD DIVISION FOR THE PURPOSE OF FINANCING IMPROVEMENTS AND ONGOING MAINTENANCE OF ROADWAYS WITHIN THE DIVISION; ADOPTING INTENDED BALLOT LANGUAGE; AND AUTHORIZING THE COUNTY REGISTRAR OF VOTERS TO TAKE APPROPRIATE ACTION

    WHEREAS, this Board has received a petition signed by a majority of property owners within the Madrone Park Circle Permanent Road Division pursuant to Streets and Highways Code Section 1170; and

    WHEREAS, the petition recommends certain improvements and maintenance be performed on the roadways within the division and that an election be held on November 7, 2023 on a special tax to pay for the cost of the work; and

    WHEREAS, the petition proposes to levy a special tax of $1,569 per improved parcel and $785 per unimproved parcel per year for 10 years, generating approximately $39,229 annually, beginning in Fiscal Year 2024-2025. Thereafter, each improved parcel shall be assessed $250 and each unimproved parcel shall be assessed $125 per year, generating approximately $6,250 annually, for ongoing maintenance, with a provision for an annual increase effective July 1 in accordance with the change in the State of California Consumer Price Index for All Urban Consumers for the previous calendar year; and

    WHEREAS, should the tax pass by 2/3rds of the votes cast by registered voters in the district, the Madrone Park Circle Permanent Road Division may borrow against the projected tax proceeds for the improvement project assessment term in order to fund the roadway work in advance. Loan and financing costs shall be paid for by Madrone Park Circle Permanent Road Division tax proceeds; and

    WHEREAS, pursuant to Street and Highways Code Section 1173, when a division petitions for a special tax, the Board shall immediately order the election to determine whether such tax will be levied.

    NOW THEREFORE BE IT RESOLVED that this Board of Supervisors hereby orders as follows:

    1. Should the tax pass by 2/3rds of the votes cast by registered voters in the district, the Madrone Park Circle Permanent Road Division may borrow against the projected tax proceeds for the improvement project assessment term in order to fund the roadway work in advance. Loan and financing costs shall be paid for by Madrone Park Circle Permanent Road Division tax proceeds.
    2. The tax will start beginning Fiscal Year 2024-2025. Assessments will be shown on annual tax bills in two installments with payments due by December 10 and April 10 respectively.
    3. That the parcels as indicated on the map in Exhibit A and Exhibit B attached hereto be the parcels boundaries of the Division and that any tax to be levied will be on the parcels set forth in Exhibit A and Exhibit B.
    4. That a special election be called, and that the Registrar of Voters conduct said election, and further that the Clerk of the Board post the Notice of Election, attached hereto as Exhibit C, calling for a special election of November 7, 2023, and such notice to be posted and published in the manner provided California Streets and Highways Code Section 1174.
    5. The Measure to be submitted to the voters shall be in the following form:

    MEASURE SUBMITTED TO VOTE OF VOTERS OF MADRONE PARK CIRCLE PERMANENT ROAD DIVISION FOR APPROVAL OF SPECIAL TAX AND LOAN AND ITS REPAYMENT

    Shall Madrone Park Circle Permanent Road Division adopt a special tax on parcels within the Division of $1,569 per improved parcel and $785 per unimproved parcel per year, generating approximately $39,229 annually, for 10 years beginning Fiscal Year 2024-2025 and thereafter assess on improved parcels $250 and unimproved parcels $125 per year, generating approximately $6,250 annually, for ongoing maintenance, with an annual increase effective July 1 in accordance with the change in the State of California Consumer Price Index for All Urban Consumers for the previous calendar year?
