MEASURE H: Shall the appropriations limit established for Marinwood Community Services District pursuant to Article XIIIB of the California Constitution be increased over the appropriations limit established by said article for each of the four fiscal years 2016-2017 through 2019-2020 in the amount equal to the revenue received from the special tax for fire protection and emergency services previously approved by the voters in November, 2011?

APPROPRIATIONS LIMIT INCREASE
This measure was placed on the ballot by the Board of Directors of Marinwood Community Services District.
Article XIIIB of the California Constitution, enacted in 1979, restricts governmental spending by setting an annual appropriations (spending) limit. This appropriations limit is also known as the “Gann limit.” The California Constitution authorizes voters to change this appropriations limit.
If this measure is approved by a majority of the voters the appropriations limit for the Marinwood Community Services District will be increased for four fiscal years, from 2016-17 through 2019-20, to an amount equal to the revenue received from the special tax for fire protection and emergency services previously approved by voters in November, 2011.

ARGUMENT IN FAVOR OF MEASURE H
Every four years, the voters of Marinwood Community Services District must pass this measure to authorize the continued use of taxes collected for Fire Protection and Emergency Services. Without this voter authorization, not one cent of the taxes collected for these essential services can be spent, even though the voters have approved them.
Measure H is not a new tax. It will not increase taxes above the limits previously approved by the voters of Marinwood Community Services District.
A “YES” vote will last for four years, at the end of which time the spending of fire protection and emergency services funds must again be authorized.
Your Marinwood Community Services District Board of Directors and Fire Commissioners urge you to vote YES on Measure H.

RESOLUTION NO. 2015-07
RESOLUTION OF THE BOARD OF DIRECTORS OF MARINWOOD COMMUNITY SERVICES DISTRICT CALLING A SPECIAL ELECTION BE HELD IN ITS JURISDICTION; ESTABLISHING A DATE FOR ELECTION; ADOPTING INTENDED BALLOT LANGUAGE; ORDERING THE CONSOLIDATION OF SAID ELECTION; REQUESTING ELECTION SERVICES BY THE REGISTRAR OF VOTERS
WHEREAS, it is the determination of the Board of Directors of Marinwood Community Services District that a measure should be submitted to the voters pursuant to Elections Code 2653 and Article XIIIB, 4 of the California Constitution; and
WHEREAS, said measure must be approved by a simple majority of the voters voting thereon;
NOW, THEREFORE, BE IT RESOLVED that this Board of Directors hereby calls an Election to be held on November 3, 2015 at which the issue to be presented to the voters shall be:

Shall the appropriations limit established for Marinwood Community Services District pursuant to Article XIII B of the California Constitution be increased over the appropriations limit established by said article for each of the four fiscal years 2016-2017 through 2019-2020 in the amount equal to the revenue received from the special tax for fire protection and emergency services previously approved by the voters in November, 2011.
BE IT FURTHER RESOLVED that the Board of Supervisors of the County of Marin is hereby requested to:
1) Consolidate said election with any other applicable election conducted on the same day;
2) Authorize and direct the Registrar of Voters, at District expense, to provide all necessary election services and to canvass the results of said election.
