APPROPRIATIONS LIMIT INCREASE

            This measure was placed on the ballot by the Board of Directors of the Inverness Public Utility District. Article XIIIB of the California Constitution, enacted in 1979, re­stricts governmental spending by setting an annual appropriations (spending) limit. This appropriations limit is also known as the “Gann limit.” The California Constitution authorizes voters to change this appropriations limit.

            If this measure is approved by a majority of voters, the appropriations limit for the Inverness Public Utility District will be increased in an amount equal to the amount of all applicable revenue sources for the fiscal years 2015/2016 through 2017/2018.

ARGUMENT IN FAVOR OF MEASURE G

•          Measure G simply instructs the County of Marin to distribute to the Inverness Public Utility District the full amount of the District’s statutory share of the property tax dollars collected from property owners within Inverness.

•          Measure G has no effect on the tax rate.  A YES VOTE WILL NOT RAISE TAXES, A NO VOTE WILL NOT REDUCE TAXES.

 •         A YES vote expresses our community’s desire to set the District’s tax-dollars spending limit so that it equals the amount of property taxes collected for the District.

 •         If Measure G is not adopted, a portion of local property tax dollars paid by Inverness property owners would be withheld and redistributed to other cities and special districts in Marin County.

 •         These revenues support Inverness fire protection, fire prevention, first-responder medical care, and disaster preparedness and response.

 •         Measure G expires automatically in 4 years and must then be resubmitted to the voters.

KEEP OUR TAX DOLLARS AT HOME.

RESOLUTION 219-2015

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE INVERNESS PUBLIC UTILITY DISTRICT PROPOSING AN INCREASE IN THE APPROPRIATIONS LIMIT, ESTABLISHING A DATE FOR ELECTION, ADOPTING INTENDED BALLOT LANGUAGE, REQUESTING THE CONSOLIDATION OF SAID ELECTION WITH ANY OTHER ELECTION CONDUCTED ON THE SAME DATE, REQUESTING ELECTION SERVICES OF THE REGISTRAR OF VOTERS, AND DIRECTING THAT REBUTTAL ARGUMENTS MAY BE RECEIVED

WHEREAS, an appropriations limit has been established
            for and by the Inverness Public Utility District pursuant to Article XIIIB of the California Constitution; and

WHEREAS, it is the determination of the Board of
            Directors of the Inverness Public Utility District that the appropriations limit for the ensuing four fiscal years may be inadequate to meet the needs of the property owners and residents of this District;

NOW, THEREFORE, BE IT RESOLVED that the
            Board of Directors of the Inverness Public Utility District hereby calls an election to be held on Tuesday, November 3, 2015, at which election the issue to be presented to the voters of the District shall be:
                        Shall the appropriations limit established for the Inverness Public Utility District pursuant to Article XIIIB of the California Constitution be adjusted to include the combined total of all applicable revenue sources for the fiscal years 2015/2016 through 2017/2018 in order to ensure an adequate funding base for the Inverness Public Utility District?

BE IT FURTHER RESOLVED that the Board of
            Directors of the Inverness Public Utility District hereby requests that said election be consolidated with the general election to be held on the same date and requests the Registrar of Voters to provide all necessary election services and to canvass the results of said election.

BE IT FURTHER RESOLVED that rebuttals shall be
            received to ballot arguments.

PASSED AND ADOPTED at a regular meeting of the
            Board of Directors of the Inverness Public Utility District on the 27th day of May, 2015, by the following vote, to wit:

AYES:  Directors Emanuels, Alderdice, Laws, Whitney

NOES:  None

ABSTAINING: None
