Project Description
The applicant requests Design Review approval to construct two retaining walls on a developed lot located in an unincorporated area of Mill Valley (the community of Strawberry). The 842 square feet of proposed development resulting from the project would neither increase the floor area ratio nor the building area of the 8,551-square-foot property. The specific characteristics of each wall, which are to be constructed parallel to each other with a minimum separation of four and a half feet, are described below.
The first retaining wall would reach a maximum height of four feet, six inches above the surrounding grade (measured from the exposed face), extend for 75 linear feet, and retain an area of 615 square feet. Moreover, the wall would maintain the following minimum setbacks: 79 feet, four inches from the northern front property line; five feet from the eastern side property line; 10 feet from the western side property line; and 14 feet, nine inches from the southern rear property line.
The second retaining wall, located south of the first wall, would reach a maximum height of four feet, six inches above the surrounding grade, extend for 58 linear feet, and retain an area of 227 square feet. In addition, the wall would maintain the following minimum setbacks: 92 feet, one inch from the northern front property line; 20 feet from the eastern side property line; five feet, four inches feet from the western side property line, and 10 feet, two inches from the southern rear property line.
Design Review approval is required pursuant to Marin County Code (MCC) Section 22.42.020(A) because the project is located within a planned zoning district and cannot otherwise be exempt from the requirement to obtain Design Review approval.
