Project Description

The applicant requests Coast Development Permit approval to construct an Accessory Dwelling Unit (ADU) and a septic system on a developed lot within the unincorporated community of Bolinas.

The ADU would encompass approximately 1,004 square feet of development, consisting of 752 square feet of floor area and 252 square feet of lot coverage. The 752 square feet of proposed floor area would result in a floor area ratio of 10 percent on the 31,991 square foot lot. The structure would reach a maximum height of 15 feet above surrounding grade and its exterior walls would have the following setbacks: 35 feet, eight inches from the eastern front property line; 26 feet from the northern side property line; 110 feet, eight inches from the southern side property line; and 26 feet, four inches from the western rear property line.

The septic system would entail approximately 419 square feet of development, which would not increase the floor area ratio of the 31,991 square foot lot. The system would not extend above grade (except for specific auxiliary components) and it would appear to maintain the following setbacks: 14 feet, 11 inches from the eastern front property line; 9 feet, two inches from the northern side property line; 27 feet, five inches from the southern side property line; and 73 feet, one inch from the western rear property line.

The proposed development would also involve various site improvements, such as general site preparation to prepare the site for construction activities. Additionally, specific areas of the property will undergo limited excavation, including trenching for underground utility lines and the septic system, and digging to prepare the foundations for the residential accessory dwelling unit.

Coastal Development Permit approval is required pursuant to Sections 20.68.050(A)(1)(b) and 20.68.050(G) of the Marin County Coastal Zoning Code because the project involves the construction of a self-contained residential unit and septic system that cannot be otherwise exempted or categorically excluded from the requirement to obtain Coastal Development Permit approval.
