Project Description

The applicant requests Coastal Development Permit approval to construct a 2,710-square-foot primary structure (a single-family residence),various detached accessory structures totaling 1,435 square feet, and a new on-site wastewater system on a vacant lot within the unincorporated community of Stinson Beach. The various accessory structures include a 1,199-square-foot detached structure (containing a 601-square-foot Accessory Dwelling Unit (ADU) and a 598-square-foot garage), a 236-square-foot detached structure (storage building), and a pool. The proposed 4,145 square feet of development would result in a floor area ratio of 16 percent on the 21,600-square-foot lot. The maximum height and minimum setbacks of each improvement are detailed below.

The single-family residence would reach a maximum height of 16 feet, 11¾ inches feet above surrounding grade and its exterior walls would have the following minimum setbacks: 69 feet, five inches from the southern front property line; 16 feet from the eastern side property line; 15 feet from the western side property line; 41 feet, two inches from the northern rear property line. 

The ADU and garage would reach a maximum height of 14 feet, 8¾ inches above the surrounding grade. Its exterior walls would have the following minimum setbacks: four feet from the eastern side property line and six feet, one inch from the northern rear property line. The minimum setbacks from the southern front property line and the western side property line cannot be determined from the submitted application materials.

The storage building would reach a maximum height of 9 feet, 11¾ inches above the surrounding grade and would maintain a minimum setback of 15 feet from the northern rear property line. The minimum setbacks from the southern front property line, eastern side property line, and western side property line cannot be determined from the submitted application materials.

The proposed pool would reach a maximum height of two feet, six inches above the surrounding grade. The minimum setbacks from the southern front property line, eastern side property line, western side property line, and northern rear property line cannot be determined from the submitted application materials.

Various site improvements would also be entailed in the proposed development, including a private driveway, fire suppression infrastructure, and associated site improvements and native landscaping. 

Coastal Development Permit approval is required pursuant to Coastal Zoning Code Section 20.68.030 because the project involves development that cannot be exempted or excluded from the requirement to obtain Coastal Development Permit approval.
